How do you ask questions when your doing a Jeopardy game board?

My friend and I are doing a project for my L.A class and were doing a Jeopardy board. How are you supposed to ask a question? It needs to begin with What is... or Who is.. right?How do you ask questions when your doing a Jeopardy game board?
The easiest way is to write down questions and answers on individual index cards. The answers only should be on the game board. You should have five Q%26amp;A's for each category (six categories each round). Second round should be a bit more difficult. Then for Final Jeopardy you should have only one catagory and one question/answer
